The Soviet Union, 1964; Kardashev's paper on transmission of information by extraterrestrial civilizations
In 1964 the Soviet radio astronomer Nikolai Kardashev published a paper on the transmission of information by extraterrestrial civilizations. To think clearly about signals from societies potentially millions of years ahead of ours, he needed a way to categorize them, and proposed ranking civilizations by energy command: Type I harnessing the energy available on its planet, Type II the total output of its star, Type III the output of its entire galaxy. The scale was a reasoning tool, born from the practical problem of interpreting the cosmos.

The caveat
Kardashev's original three types have since been extended and tweaked by others (fractional values, a hypothetical Type IV or V), but those additions are later popular embellishments, not part of his 1964 proposal.
The idea arrived during the first serious era of the search for extraterrestrial intelligence, alongside Frank Drake's early radio searches and equation, and it paired naturally with Freeman Dyson's 1960 proposal of star-enclosing megastructures. Together they let astronomers ask concrete questions: what would a Type II civilization look like from here, and how would we know? The scale endures in astrophysics, futurism, and popular culture as the standard yardstick for imagining civilizations beyond our own.
The neat “Type I, II, III” framing is Kardashev's; the energy figures attached to each type have been estimated and re-estimated many times since, so specific wattages vary by source.
