Origin
Written by the astronomer Frank Drake in 1961 to structure the agenda for the first scientific meeting on the search for extraterrestrial intelligence. Drake has said he never intended it as a precise predictor. It was a way to organize the discussion.

Decompose the unanswerable
“How many alien civilizations are out there?” cannot be answered directly. Drake's move was to factor it: the rate of suitable star formation, times the fraction with planets, times the planets that could host life, times those where life arises, times those where it becomes intelligent, times those that communicate, times how long such civilizations last. Each factor is a separate, smaller question, and several that were pure guesses in 1961 are now partly measured. We know far more about how many stars have planets, for instance, than Drake could. The equation converts a single mystery into a to-do list.
Drake wrote the equation to set the agenda for the 1961 Green Bank meeting, the first serious gathering on the search for extraterrestrial intelligence. Its enduring role is exactly this organizing function: the terms on the right define what a whole field needs to find out, and progress on any one of them is progress on the whole.
Drake's real invention was not an answer but a way to ask: an unanswerable question split into seven researchable ones.
You make headway on the impossible by factoring it into the merely difficult.
Limits and context
The equation's output is only as good as its inputs, and the late factors remain almost entirely unconstrained: how often life arises, how often it becomes intelligent, and how long civilizations survive. Honest estimates still span many orders of magnitude. It disciplines the question without answering it; anyone quoting a confident number from it is smuggling in guesses.
The decomposition method reaches far beyond astronomy. Breaking a daunting estimate into a product of smaller, separately-estimable factors is a standard tool in engineering, business, and science whenever the direct number is out of reach. The technique is called a “Fermi estimate.”

The Green Bank meeting

In November 1961, the astronomer Frank Drake convened a small, invitation-only meeting at the National Radio Astronomy Observatory in Green Bank, West Virginia. About a dozen scientists attended, all of them interested in whether radio telescopes could detect extraterrestrial civilizations. To give the gathering focus, Drake wrote down the chain of factors that would determine how many such civilizations might be out there to hear. That chain, jotted as a meeting agenda, became the Drake equation.

The caveat
Popular accounts sometimes present the equation as if it delivered a specific estimate at Green Bank; in fact the group used it to structure discussion, and its later factors remained speculative. Details of who said what at the small, informal meeting rest largely on participants' recollections.
The Green Bank meeting is regarded as the founding event of scientific SETI. Among the attendees was a young Carl Sagan, who would go on to make the search famous. The equation Drake sketched to structure a day's conversation outlived the meeting entirely, becoming the field's organizing framework and one of the most recognized formulas in science. A good way of framing a question can matter more than any single answer.
Drake did not name the equation after himself; the community did. He reportedly viewed it as a conversational tool first and a formula second.
